There are two possible reasons Punk was brought back:
1. The network execs demanded Tiny make it work so the new show has someone people will (theoretically) tune in for. Or
2. Tiny is the biggest fucking mark in the world for Punk and will literally let his company burn just to work with his idol.

Tony's pre-AEW plan was to buy RoH and sign Punk as the star. Tony is a huge RoH and Punk mark, you can see it in every decision he makes.

1. Because Tony is a massive mark
2. Because Punk is an employee and also owns a stake in the company
3. Tony likes the internal drama and conflicts, thinking it will be a positive to the talent and product
4. Punk is still their top draw but of course his drawing power is severely overrated

Everybody knew Punk was coming back when Tony announcing they're going to run the United Center. So his official return announcement a week later was never going to "boost" ticket sales.

AEW is doing multiple Dynamite’s, Collision’s and Forbidden Door in Canada. There are a lot of shows in a short time frame and not everybody can afford to go to every show they do.
