You wouldn't need to turn it around if you contained it.

Let's be charitable and say that all these twinks are at least competent in their own way and its primarily the booking that doesn't service them.
With the amount of skinny guys TK has he could have the best competitive cruiser/ welterweight division in business but he made up every other belt except that one.
Having everyone these smaller guys be the underdog against biggest dudes in the roster all the time takes the shine out of everyone.
It's not special when its every week, it diminishes the effect. Compare to Rey Mysterio winning the heavyweight champion going up against guys roided to the gills it felt phenomenal and different.
It's a mistake WWE made that carried on to AEW and they don't get it.
