It's funny that the WWE approved 16 time history counts this but not the WCW International Title reigns when it's the same damn belt. When back then, Flair would call himself the 13 world champion. Then he beat Hogan in '99 and called himself the 14 time world champion. Then he got it twice more but never said anything but 14 time. He even calls himself the 14-time world champion when he first comes back to WWE. Jim Ross mentions "forgetting a couple" meaning the WWF ones in the 90s and he has been the 16 time world champion since.
