It was a culmination of things but there was also an effort to tap into an underdeveloped market of young males. To put it soley on tv booms misses things like howard stern and other media that tapped into the same market.

Russo and Cornette were both right. The Jerry Springer shit put more eyes on the product than ever before but those people didn't actually like wrestling and only tuned in for the talking segments and trashy shit. So you end up with a wrestling show that no one watches because of the actual wrestling. If you ask any of the attitude era marks what their favorite memory of it was, 9/10 of them are going to say it was a promo segment.

Zoomers and e-drones hate to hear it but WWE has ALWAYS been the worst wrestling show. They're successful because they're the best variety show soap opera and that appeals to a much wider audience than wrestling does.

variety shows died out after the 70s and soaps have been on a steady decline. soaps haven't gotten high ratings since the 90s and there's now only 3 still on the air

Obviously broadcast TV and cable have declined drastically but there are many “primetime soaps” that have done well on streaming. They all have relatively small audiences bc of market segmentation and competition. Thats just how it works now.
