Some 23 years ago you could actually look at WWE and see a free-flowing roster where people could move in and out of main events seamlessly and most everyone was over - this is not that time. Cody's firmly midcard simply because he's not Roman, same situation many were in under Cena not too long ago.

Not everyone can be a main-event guy. Pro-wrestling talent wouldn't mean anything if just anybody could be a top guy. Rhodes is a great mid-carder, and it was nice to see him get to main event WrestleMania, but he's not a guy who should consistently be in the main event.

The real reason he lost is because they want to shoot a bunch of big angles around the rights renewals window. If Cody won it wouldn't be a big deal by now.
Renewal season is like their election + superbowl. A WrestleMania moment is nice but so is an extra 100 million a year in TV money if you hotshot a bunch of shit when you're working on a new deal.

I'm honestly convinced they changed their plan halfway through. you could tell about midway through the leadup to mania that cody lost a ton of confidence and his promos really took a hit. I think they dropped it on him weeks before mania that he wasn't going over.
