2 reasons. He was on Raw and triple H was the centre piece during that period.

2 Glen Jacobs is the nicest guy ever. Glen always did what he was told and because he was so big he had a job for as long as he wanted it. Stories of him politicking are extremely rare.

His heat died when the shane feud kept going. Turns out a monster having a competitive feud with a non-wrestler doesn't work out too well. The thing is there weren't many people for Kane to face at that time, there was RVD who was being set up for a main event run so he couldn't lose too often, HBK doesn't lay down for anyone, and Triple H already beat him. That left Kane no top talent to feud with so he was stuck in a feud with steve austin and Shane McMahon, two non-wrestlers, which made him look like shit. That entrance was kino though.
