They had just inherited a tonne of contracts from WCW and ECW, called up a bunch of guys from FCW and had more of WCW's top stars on the way like Steiner, NWO and Goldberg. The roster in 2002 and 2003 was ridiculously stacked.
I do agree in two ways though. I think it went on way too long and far outstayed its welcome. Smackdown had become a D show by the late 00s up until the 2016 split, it was absolutely awful to watch. Whatever belt was on Smackdown didn't matter at all and one third of the show consisted of Raw recaps. It was a total jobber show. And secondly I think the idea of two world championships has always been fundamentally retarded. The brand split was not awful in and of itself but they should have kept one world champ between both shows and used the split to elevate the IC and US belts to their former glory.
