To start, his aesthetic, again, isn't marketable at all. He'd have to go bald or gain hair. You can't really have someone balding who won't be mocked to shit, especially when the person is in his 30s.
You can't do an American super patriot gimmick that won't just seem controversial today. WWE being publicly traded, WWE bending the knee to Saudi, American companies bending the knee to China, and shifting demographics in America leading to whites becoming a minority race mean this gimmick is significantly less likely to see much success.
This is all on top of no one being able to be made into a star without being related to someone who already was or withough being attached to some form of nostalgia. He would have to follow the scripts of shitty failed soap opera writers and constantly kept down to a level that never risks him becoming bigger than the company. Finally his promo style would be viewed as too cartoony for this era.
The fact is that by the mid 90's, the Hogan character was already finished and he needed an entire revamp to match a new cultural era. As of now, his character and mannerisms are only enjoyed nostalgically.
Hogan would never get over in today's era.
