Eric was technically in charge but he was disconnected from booking by this point. He was letting the boys run roughshod. All while setting up ludicrous deals that were supposed to draw, like the KISS demon gimmick. That's the real reason he was removed from power in September of 99 btw.
Russo wasn't any better but was a breath of fresh air initially. This didn't last long and by the middle of 2000 Russo had effectively killed WCW. It was a shambling corpse until Vince bought it.
