Doing open challenge for midcard title that's fine but doing for world champion means literally anyone can accept the world champion match

WWE been devaluing their titles for years, but yes it does. Whats the point of having a world championship if theres no ranking and anybody can just run in and get a shot? It's not the US title (which it was also dumb to do this for). Why would the "best of the best" even kayfabe want to do some bullshit like this and "risk getting injured" on jobbers?

A title that was initially described as being the workhorse title implies that it's to be defended often. It also elevates whoever challenges for it to say they've at least had an opportunity to get the WHC.

It's a "world" title that was created because nobody (sans Lesnar, a part timer) is legitimate enough in kayfabe to beat Roman Reigns, the true world champion. And everyone knows it. It's an upper-midcard title, not a world championship.
