Just because Phil (purportedly) never asked to have Cabana packed off to ROH, everyone knows their history, and everyone knows what a caustic, petty cunt Phil is and how susceptible he is to having a melty at the drop of a hat (which he proved in spades at that press scrum).
If you're Tony Khan, would you really risk having an incident by having these two backstage together? Of course you're going to move Cabana away from Phil, whether Phil asks for it or not.
And yes, this is still Phil's fault, whether it was directly or indirectly. There's nothing preventing him from being a man and trying to mend fences and rebuild some of the bridges he's burned down, but he's a petulant, petty child and that kind of thing doesn't even cross his mind. Always has been, always will be until his dying breath.
