objectively cody was the best champion in terms of prominence he gave the title, consistent booking, introducing new hires like eddie kingston and getting the little nigga over. a big chunk of this isn't actually cody's performance but on the title being booked better at this point. i guess tk had a brain meltdown shortly after cody's reign.
if you go just by magoo stars or workrate, guevara probably had the best string of matches. but between his heel/face dynamics getting fucked into retardation by that feud with american top team he inherited from cody, and ping-ponging the title between him and scorpio sky, they did some serious harm to the title's prestige
