He literally founded the company with the idea that CM Punk would be the top star, and has ignored every shread of advice cautioning against this up to now.
That said, I think at this point it's primarily a sunk-costs fallacy. He knows the damage to the lockerroom will linger forever, as well as the schism in the fanbase. Maybe he figures with how much has been wrecked, he might as well keep plugging away. But this shows inexcusable disregard for how much worse things can get.
There's also the theory that Punk owns a piece of the company, and Tony doesn't want to have to buy out both that and the remainder of Punk's contract. I wouldn't be surprised if that was the case, because, again, Tony is the dumbest of dumb, fucking marks.
