They tried to address this by throwing a bunch more midcarders into the mix so they could have new guys jobbing to top guys, but nobody wanted to see midcarders. It also meant there wasn't much of a story to follow - top guy x beat midcarder y, now tune in next week when he does the same to midcarder z.
Also, it undermines the heel's heat if they just beat the faces clean. Why not cheer the heel if he keeps winning clean? He's not being disingenuous when he says he's the best. It's becoming objective fact according to the booking.
