MJF isn't part of the Elite/is on their shit list and unlike FTR, MJF doesn't have the balls to really fight for himself being unofficially banned from the event like the Elite tried to ban FTR from it last year.
Long answer: MJF is a chickenshit heel champion who justifies rarely defending his belt as "working smarter not harder". He won't defend his title unless he absolutely has to defend it (and making his opponent jump through hoops at that just to get the title shot), so from a character standpoint, it makes sense for him to no-show the PPV on the basis that why should he give some no-name Jap a title shot?
But mostly, it's to reheat the Punk/MJF feud since Punk will offer to fight the no-name Jap and win and Tony will make sure it's the only match that gets mentioned afterwards (and the Elite allowing it to happen so they can bury the lead of Omega jobbing to Ospreay) and it being treated like the second coming of the Steamboat/Flair trilogy, which will piss MJF off and embolden Punk to shit talk MJF for no-showing and set up Punk beating MJF for the world title.
