We know. Punk is Tony's sledgehammer against the EVPs, the only reason he's getting this rocket push is because Tony fears and resents the Elite because he cannot control them and the boys backstage listen to the EVPs rather than Tony who lacks all authority. Punk represents a form of authority Tony can use in place of his own lack thereof. He is also lowballing the EVPs on money too in the hope that they leave.
