His loss to the Undertaker played out similarly, but the way it was presented really did elevate Taker. He had only just debuted and that win over Hogan was a huge boost. Luger, in the other hand, had already been world champion, and at the time he was the hottest act in WCW that summer. When he dropped the belt back to Hogan, he lost all of his steam and dropped way down the card.
I'm not blaming Hogan. Bischoff was laser focused on the Sting match at Starrcade. That was a huge mistake because Sting showed up high as a kite and broke kayfabe left and right. But that's a different tale.
