They created Beatlemania and Elvis by piping in women screaming until the people in attendance started going along with it due to the atmosphere. Sports have done it for a very long time, especially hockey. WCW did it for Goldberg, you can even hear the tape skip at times. Most of the time now they aren't actually piping it in for wrestling, they are sweetening it through mic volume and turning up the area where the fans are giving the desired reaction. WWE has piped in a few times recently, like Liv cheers and LA Knight boos, and I am guessing it's a call from either Dunn or Vince.
