In general the answer isnt on any one promotion, wrestling boomed in the 90's because it fit the zeitgeist. The enemy in the easts had fallen and ppl were looking for simple pop action, like terminator, or metallica, or stone cold steve austin. The reason this didnt translate into the 00's is because the zeitgeist changed.
If the attitude era hadnt happened and you'd start sending raw and nitro now in the same spots beginning with the 3:16 promo, you wouldnt get the same ratings. In fact, youd probably get canceled.
All I can say is that I wanna watch 30 minute bangers and I know some other ppl who do and as long as I get them, I aint complaining.
