Goldberg's streak helped kill WCW. Yes it was a big deal at the time, but Bischoff had no idea what to do with that momentum. He rushed Goldberg, who STILL couldn't work because he was so green and had only been squashing jobbers, into the US Title scene and thrust the belt on him with zero build just because of the streak. And he won the World Title in mid 98. That was the end of his momentum. Look at the numbers, Nitro ratings fell off once Hogan dropped the belt to Goldberg, because Bischoff had no idea where to with his still undefeated world champion. He cooled off considerably by the time Nash broke the streak in December. Bischoff put all his focus on building Goldberg, so there wasn't really another young top babyface to pivot to easily. Same thing happened when the Stinker bombed as champ after Starrcade 97, but Goldberg was available then.
