You can reasonably guess that some accounts are bots, but there is no way you can tell thousands of accounts are ran by a staff unless you somehow got the IP's for all those accounts and found out they are all in the same location, but even then you can't tell that there is a multi-person staff doing it. Tony is implying he paid for something both illegal and impossible to be done.
