It's a multiman ladder match. The winner isn't "going over" any of the others.

I do think Logan is winning. Money in the Bank could be booked for a part-timer and sort of makes sense if they use surprise appearances too. But it would mean Logan needs to lose when he cashes in since he appears too rarely to put the belt on him.
