One set of mens tag titles for both shows, one set of womens tag titles for both shows
The problem is the Theory as US champ was too weak to carry 3 hour Raw. Gunther can carry it, and Theory can hide on Smackdown under Roman (til he drops it to Knight, Montez Ford or Escobar)
Because Raw is 3 hours, it needs an extra belt. A gimmick midcard is a better option. My pick would have been to have JBL resurrect the Million Dollar title and give it to Corbin last fall. Its a good thing for NXT callups to chase after and it can lead to fun goofy stuff like making Logan Paul the Million Dollar champion.
The hierarchy works best as
Real world champ (Roman)
Midcard A (IC) as consolation prize for other top guys
Midcard B (US) as testing ground for up and coming superstars
Gimmick midcard (million dollar) for throwing shit against the wall: celebs, hall of famers, characters can get a turn with a belt
Floating tag titles can also be a consolation prize for guys like KO and Sami
And KOTR should be used as an active gimmick. Give the King some quasi GM like powers and have it be a perk he has to defend like in the 80s with Harley Race, Duggan, Savage, etc
