It's a private event and authorities can't provide information that could possibly have an effect on company business or perception. There is also no way to obtain accurate info on how many actual guests were there besides guest passes provided, but even then you have people just showing up, one recent example is Ricky Starks just walking in without telling anyone when he went with Cody. 18k staff and guests is just not logical. If you have a huge show with 100 wrestlers on it and they all bring 5 guests, that's only 500 people, and that's already a huge stretch.

WWE's road crew, the talent, etc + Stadium employees and security, etc.

There is a rule where for X amount of people you need y amount of security. Lets say a security guard per 1000 attendees. So that would be 80 people just on the floor, 80 again patrolling the building.

Events like this are huge. Not to mention the slew of corporate wagies everywhere.
