Probably due to Austin and Rock retiring + HHH's reign of terror being an anti draw. Brock, HHH's, Batista, and JBL's reigns are all down there with them, and I don't even see Randy's first (maybe he held it too short to do house tours) which were the people who held the belts before and after them. Just some food for thought. Even John Cena 1st is not much higher up the list. He probably is the one to turn attendance around though in subsequent reigns.
