Roman has the benefit of being on the Fox network, a free channel and one of the big 4 networks. Raw would never finish #1 for the week, this was only possible for Smackdown and it has zilch to do with Roman.

that's right. even SNME wasn't weekly and that was in the late night slot, not primetime. SNME was in SNL's timeslot and SNL was never the #1 show of the week either.
The Main Event (specials) however was in primetime on Fridays at I think it was 8 pm eastern which was why that first one especially did a huge number, but the next ones were all huge too.
