Wouldn't be surprised if Omega and Ospreay actually did discuss the move with their coach/producer, because they had the right camera angle to make it look as severe as possible.
Most of the outright banned stuff related to interaction with fans - grabbing their food/drinks, bringing weapons/gimmicks close to them, spitting, physical contact with fans. You can condense that into "stuff aew can get sued for". So I'd say most of this came from the legal department.
