Back when MITB was still a DIMES concept and it wasn't already a foregone conclusion that it would be used as a loophole to steal the title from the champion and basically turn the world title into the hardcore title, and before there had to be a wymyn's MITB too. It will never not make sense in kayfabe why that loophole was never closed.
Anyway it was so much more MINT when it would be used in clever ways like RVD, and like Kennedy planning to use it to guarantee himself a WM main event, instead of everyone since 2007 with the sole exception of John Cena (and Rollins kinda) doing the exact same thing
