Had Vince fully got behind him, he could have been on a level comparable to Macho. But Vince was focused on Lugar and then Diesel and then Shawn. Despite this, Bret Hart was still a huge star and the only WWF superstar to appear on the Simpsons, back when that actually meant something. Not even Hogan can claim that. He was also one of the company's most important stars as he was the architect of the Attitude era and the guy who made Steve Austin and protected the Rock from Shawn and Cunter (something Austin would do after Bret left). Sadly, Bret's legacy has been tarnished by faggots like FTR and CM Phil. Still, he's overcome that, just like he did cancer.
