His first run as champion was great. His character assumes the role of the the son Stephanie and HHH never had, and the dynamics of that were a lot of fun.
Less of a chickenshit heel and more of an entitled heel. It also nice that his ability to wrestle was hidden by the chickenshit tactics so when he would be forced to wrestle without help it would have a surprise factor to it. Him hitting the falcon arrow on Cena at Summerslam was a holy shit moment back in the day.
Now that his character is basically "guy who has good matches" he's become oversaturated and dull. You need three moves of doom so that you can put on a four minute television match and save the "good" wrestling for every other PPV as a special treat.
