Because despite all of the praise for Owen, he wasn't terribly memorable. The most memorable thing about him was Jason Sensation doing the "I AM NOT A NUGGET" promo. The most memorable thing he himself did (besides die) was the "kick your leg out from under your leg" line. I actually thought his matches with Bret were super boring and in general I've never been wowed by an Owen match.

A lot of "charitable foundations" are either money-making schemes for the board members, or for the ones started by rich billionaires, like the Bill and Melinda Gates Foundation, used for nefarious purposes.
