Well, upper main eventer, would be a better term. Same position as Tanahashi in 2019, where he can win in the ME of WK and "fill in" the top spot that year but isn't the true all-roads-lead-back-to ace like Okada was/is.
Even so he had a meltdown because he's a spastic.

He's an 8/10 or 9/10. Depending on the day. Kenny was the personality, Ibushi was the worker. Both shitters and not close to a 10/10. AJ and Nakamura are closer to the 10/10 zone than the Golden Lovers. Granted, Nakamura in the US isn't Nakamura in Japan. AJ IS TNA thus he gets a major nod in that pack.
