Assuming Dave is wrong and hes still signed with NJPW, why dont they want to use him?

I'm never going to watch Shibata in the tranny rodeo (and if he stays in ROH nobody else is either) but objectively speaking it's probably a better place for him. A natural pace for an American TV wrestler can be 1-2 times a month in pretty soft matches. That isn't really something NJPW can offer him.
