They were explicitly 'fake' versions brought in by a deluded heel JR in kayfabe, though IRL Vince thought since he owned the gimmick he could put anyone in there and it'd get over. He was very wrong.

Where did this come from? It was JRs idea and Vince dared him to put it over. Vince even roasted JR on air by saying “they don’t like your boys JR” they really thought it would be like the power rangers and you could just swap them
