No. Tony took away any booking power the EVPs had almost instantly. And he's not gonna give anybody official booking power, because, aside from the fact that it's a bad fucking idea, the whole reason Tony started the company was so he could be a pro-wrestling booker.

Kenny was never booking the women. Part of the reason he has heat with TK is because Kenny publicly said he wanted to work with the women, so everyone blamed TK's booking mistakes on him.

He had influence early on but had nothing to work with. Tony took over and made it all about Brit and Jade.
They had some shine but that was mostly girls getting themselves over.
If Tony gets the book and a budget he could do a lot, especially if he has the joshi feds to work with. More so using them as training grounds than poaching or anything like that before I trigger the simps.
