Supposedly this was pitched to Scott, who was already one of the most over acts in WWF, with crowds going wild for the Frankensteiner. But Scott declined because he didn't want to be split from his brother. He didn't think he was ready to fly solo.
I think Scott could have done it and been a great champion. Question becomes who would he win the title off. Bret was a babyface so wouldn't fit. Razor could have won the title off Bret at the Rumble only to drop it at Mania. But I think the better play would have been to keep Flair a little longer, not have him drop the title to Bret, and have Flair put on a classic with Scott at WrestleMania, putting Scott over. This would make sense from a business perspective too, since the only reason Flair left WWF was because Vince didn't want to use him at the top of the card anymore. Flair would have stuck around a few more months with a promised main event match at WrestleMania, even one that he was booked to lose. It could have even been a loser leaves town match, similar to how Flair left WWF in kayfabe by losing such a match to Mr. Perfect on Raw.
