Because he doesn't want to turn Punk heel until after he loses to MJF, but Punk still needs someone to feud with in the meantime and Ricky can just turn back face when Punk turns heel. The only outright heelish things Ricky has done was hold the ropes a couple times, being a heel against Punk has given a significant jolt to his character that will give him momentum when he goes back face.
