Tony was trying to start his own vanity fed for years. All In was Cody's idea and he convinced the others to do it. AEW was Tony bankrolling them off the back of All In. There were other parties in talks with them, including Netflix (which would have been far better than Tony). The actual initial push that made aew exist was Cody, plus Tony Khan having a rich dad.
