Why were heels at their peak in the ruthless aggression era? Even the attitude era doesn’t seem to have as many notable heels compared to this time

It was genuinely when the writing was its strongest while maintaining the edginess of the attitude era. A lot of the AE was just juvenile but most of the heel acts in RA were effective at garnering heat.

Even the short lived heels like Kerwin White or Muhammad Hassan got insane amounts of heat.
