Brock didn't wrestle this series, especially the third match, like someone who was trying to push Cody to go to the next level. He kept throwing Cody outside of the ring and shouting "SAVE YOURSELF" and was furious and became increasingly unnerved the more Cody refused to just take a countout and kept dragging himself back into the ring.
If the story was that Brock felt Cody wasn't ready and was trying to push him and make him ready to face Roman through trial by fire, he wouldn't have gotten frustrated by Cody refusing to take a countout, he would've been pleased that his treatment was working and Cody wasn't backing down.
