They probably ran that venue because it gave them the maximal possible gate profit. The idea they can't run larger venues in the UK is debunked by CaTC which did 60k and sold fast, too.
Also Wembley is Wembley, it's the UK's most historic venue. Anything happening there has more hype and will sell faster on the basis of simply being at Wembley.
If WWE ran Wembley, they'd sell out Wembley, but they're a business who weigh their options based on maximizing profit margins.
This is a good move for AEW because they're a smaller company that need a huge optical breakthrough like All In to put them on a tier with WWE in normalfaggot eyes.
It'd be a bad move for WWE because they could just profit more running 02 or whatever.
