Certainly not America, where the average person is 15lbs overweight, and 40% are obese, which would make her above average by virtue alone of being thin. Or maybe you're doing what everyone does on 4chan when they say that and you completely ignore the existence of fat, old and ugly women when you take your daily walk and only include 4/10 and upwards in your poll. Meaning that "average" to you is really "average amongst above average women".
