They weren't over for like two years. They were coming out to crickets to the point they tried Michael Hayes getting them over and then made part of the "new brood"
They didn't get over until the ladder matches and triple threats with the Dudleys and E&C where they were considered the third wheel

TLC stunt show matches on big stages were new to the WWE audience at that point, when wrestling was at its most culturally important. Some of those same fans are still around and most fans have seen the escalation over the last 25 years from that to weekly stunt show garbage matches. You sort of get immunized to the craziness and then it's just flips for the sake of sawdusting your body on ladders on free tv.
Also based on their current personalities I bet if you gave Matt and Jeff twitter and an audience in their youths and people would rag on them more too.
