Uhh... have you not been watching Raw the past four or five weeks? It has been built, it's the whole reason the match is happening. It would be the perfect yin to Honky Tonk Man's reign, the guy Gunther is the most compared to.
HK's reign was that of a joke character who finally got squashed by a serious main event level character in The Ultimate Warrior. Gunther is a serious main event level character, his reign being ended by a joke character would be the perfect contrast for the lulz, but yeah it might not be the best decision for Gunther's character.
