There's your answer.
Vince always wanted to be a wrestler but never got to be one, until he made himself one in the attitude era.
With his needs and wants fulfilled and still getting to be the chief promoter, that makes for a happy Vince McMahon.
HHH on the other hand worked his way up the ladder and married the boss's daughter so he'd never get future endeavoured, even if he became so foolish to merit it.
Haitch might be clever about the business, but he'a not the son of a promoter. He'll always remain one of the boys, and that means there's wrestlers who can surpass him in standing with the fans, the general audience, and with Vince.
This makes HHH very insecure about other talent, and is why he wanted to create and take charge of NXT in the first place; if Haitch controlled the inflow of talent, he could prevent turbo talents from maximising their potential and surpassing him.
Enter LA Knight, an oldschool worker who in some way "worked the territories" by meandering from indie to indie over a career of about 20 years.
He always had to get over by himself and learned how to do so in any situation.
Back when he was Eli Drake, he was by far the most over thing in NWA Powerr besides Cornette's colour commentary and the women's champ's big tits.
So you can imagine how a nervous insecure past-prime HHH would be when this guy rolls in.
Under Haitch's creative, LA Knight was booked to flounder, to get worked out of the territory so to speak, but he persisted and endured.
And when Vince came back, LA Knight suddenly started getting opportunities to get over, bit by bit.
There's a lot to say about Vince's creative, but HHH is much worse.
