Nah, at no point do you break kayfabe on this. You treat it completely seriously (for the most part, you could have a comedy guy do geeky shit with the money or something)

If I was implementing this in the Toybox fed I'd keep ROH around solely to kayfabe explain this away by having ROH be where guys are making their living costs and have AEW matches be for bigger money. ROH could just have normal wrestling fed rules.

This could work as an individual gimmick, like someone loses a big mania match and has a worked contract negotiation where they're now only paid for winning matches. It doesn't work for the whole roster because the underlying assumption is that everyone is trying to be the best. Making it so that you only want to win to get paid actually undermines the prestige of the fed.

This is also another way to prevent the DQ logic gap, DQ's forfeit your championship/match purse
