If I were booking WWE, I would drop all the lame community theater. Instead of sports entertainment, I would book like All Japan and have the main focus be around tournaments and regional tours.

I think you could do a tournament and get quality matches and good pro wrestling/sports entertainment television. The problem is that the wwe universe would not like the TV show and it'd be hard to keep viewers during those segments once their guys got eliminated. It'd be a good way to nxt on the main roster, atleast get them and some other guys like mad cap moss some exposure.
