Vince has no real say over it anymore. That would be a Nick and HHH thing. He reportedly apologized to Miz and HHH before they asked him to leave because they don't want a lawsuit accusing them of tampering. I personally think Phil would do well im modern WWE as a part-timer.

I think it would be approved but Vince would need some kind of out-clause or protection if Phil decided to act up. Nobody shat on WWE more than Cody and Vince literally flew to his house to get him.
