it only works that way if the leadership is someone like Vince who has only really protected Hogan and Shawn in his entire tenure. everyone else has the implicit "if you dont draw and you cause trouble your out" rule. AEE doesn't have that since none of them can actually draw and Tony is too weak to do anything
