Yes because Brawl Out completely annihilated his credibility and reputation as an owner. He should have done something and I think he knew that. After that the inmates ran the asylum because they knew they could get away with shit. It's not fully restored at this point but at least he did SOMETHING, if he didn't then that would have solidified him as one of the worst wrestling fed owners. So he's salved himself, just a little bit. His credibility and reputation isn't completely restored but he stopped it from being wrecked further.

To be honest, it feels like this was also an act of spinelessness. Like he still didn't want to fire Phil but didn't have the backbone to resist the other people telling him to do so. Leaving problems unresolved until everything explodes and everyone in the company forces your hand isn't indicative of a strong-backbone.
